The Managing Authorities
The Managing Authorities (MAs) are the authorities or the public or private, national, regional or local bodies entrusted by a Member State with the management of measures as laid down in Regulation no. 1260/1999.
The Managing Authority is responsible for the effectiveness and reliability of the management and implementation of the Structural Funds. In particular, in pursuance of Regulation no. 1260/1999 and in full compliance with the national institutional, juridical and financial system, the Managing Authority is responsible for:
- the setting up of a system for the collection and transmission to the European Commission of reliable financial and statistical implementation data
- the adjustment and implementation of the Programming Complement
- the draft and submittal to the European Commission of a yearly implementation report
- the organization of the half-term assessment
- the use of a distinct accounting system for all the actions included in the assistance project
- the regularity of the operations falling within the assistance project
- the consistency with the Community policies
- the compliance with the obligations in the matter of information and advertising
Within the context of the Network, the Managing Authority is entrusted with the task of cooperating with the Authority responsible for the environmental policies, seeing to it that the integration of the environmental component is ensured in the programming and implementation phases. With this view in mind, the MA adopts all the instruments required to ensure that the implementation of the development policies is consistent with the principles of environmental sustainability.
