THE ACTIVITY OF THE NETWORK

"Reclamation of Contaminated Sites" Topical Working Group

As suggested during the plenary meeting of the Network held on January 24, 2003, this Topical Working Group (TWG) was set up with a view to working out a cognitive reference framework with respect to the implementation of the measures co-financed by the Structural Funds and to the institutional, technical and procedural problems of the sector.

The TWG activity is carried on based on the objectives laid out in the Action Plan approved by the Network on a yearly basis. The evolution of the objectives and the dynamics of the sectoral reform implementation processes characterize the outcome of its operation with yearly references.

The Group has conducted a review of the state of implementation of the national regulations concerning the reclamation of sites (Ministerial Decree no. 471/99) and an analysis of the reclamation activities involving sites of national interest (SIN), with special regard to the definition and integration of Regional Reclamation Plans.

The activities of the Group include the creation of experience-sharing occasions, as well as the collection, selection and dissemination of information about good practices relative to the draft of Regional Reclamation Plans and the technical-procedural arrangements linked to the implementation of the measures. Besides, the Group is also entrusted with the task of providing support and specialist contributions to the activities of the Environmental Monitoring WG.

The outcome of the review and analysis of the measures for the implementation of reclamation plans in the sector falling within the 2000-2006 programming of the Structural Funds in both the Objective 1 and Objective 2 Regions, including information about any adjustment to and update of the Regional plans to ensure the reclamation and safety of sites and the reclamation of contaminated areas, is shown in the document "Reclamation of polluted sites in the 2000-2006 programming of the Structural Funds: analysis of the problems, assessments and suggestions".
