THE ACTIVITY OF THE NETWORK
"Analyses and proposals related to the water sector problems" Topical Working Group The setting up of the Topical Working Group (TWG), proposed during the plenary meeting of the Network held on January 24, 2003, originated from the need to follow up the implementation of the measures co-financed by the Community Structural Funds in the water sector, since this is strategic area for the creation of conditions suitable for the economic and social development of the territories.The TWG activity is carried on based on the objectives laid down in the Action Plan adopted on a yearly basis by the Network. The evolution of the objectives and the dynamics of the processes for the implementation of the sectoral reforms characterize the products of the activities with annual references. In the course of its activity, the Topical Working Group aimed at delving into the implementation problems connected with the evolution of the regulatory framework at both a Community level (i.e., Directive 2000/60) and a domestic level (i.e., Legislative Decree no. 152/99; Law no. 36/94), and its repercussions on the implementation of the measures. The TWG activity focused on the sectoral governance system and the planning instruments, in view of the impact of Law no. 36/94 (the so-called Galli law) on the use of Community funds. With a view to enriching its wealth of information, the Group monitored the revision of the Integrated Water Service reform process (Law no. 36 of January 5, 1994) and the evolution of the process for the implementation of Community and domestic regulations (Directive 2000/60; Legislative Decree no. 152/99). Later on, the TWG has focused its activity on the implementation of the policies of the ROP (Regional Operational Programs) in the water sector through analyses and in-depth studies of the problems and dynamics of the sectoral strategies, including those connected with the support to the Environmental Monitoring TWG dealing with the water sector. The analysis of the outcome of the implementation of the measures provided for by the 2000-2006 Community Support Framework (CSF) and the Single Programming Documents represents a useful contribution of information to the implementation of the measures and a source of evaluation elements leading to an improved formulation of the 2007-2013 sectoral strategy. The outcome of the investigations is shown in the document "The water sector between present and future: analyses of the problems, evaluations and suggestions" that, particularly in respect of the Objective 1 Regions, highlights the progress made by the Integrated Water Service reform process thanks to the considerable contribution of the Community Support Framework.
